In dollars, not in naira. In Nigeria, we spend naira. Our state governments pay salaries and do projects mostly in naira. Meaning they have had more than enough change to spare since Tinubu. They severally attest to this.
For instance/example, my state paid 100billion salaries when they received 150billion. Now, they are receiving more than 300billion. You can bet they didn't double salaries which is usually their main expense.

If you were paid attention economics class, you will know that more money decreases the purchasing power and makes the population more poorer than it was.

Niger Delta states have the highest allocation but nothing to show for it, everyone is always focused on the federal government instead of holding their governors accountable for the development of the state.

Niger Delta states are battling with militancy & environmental pollution due to oil spills.

Much of their allocation goes into tackling these serious challenges.

Hence they have very little left for developmental projects & empowerment projects.

The federal government receive all their earning using the CBN official rate and they send the same using the same CBN official rate both In BUhari's regime and Tinubu's regime and that is what I used there to calculate it, are you trying to say the federal government official rate is not valid or was not used by the governments of Buhari and Tinubu for earnings, budgeting and spending?

All I am saying is that you should add the cost of subsidy per $ to the official value, since it was a false peg.
