A country makes a law for itself and you say it can't work? Isn't this law working in other places already...France, etc?

I'd like to see the full identity of someone around me, what if police is examining crime scene, how can the perpetrator be identified in a CCTV camera if she dresses in a burqa to commit crime ? How can I describe who robbed me or touched me in sexually abhorrent ways if she wore burqa and so can't be described.
