By what law and logic were Islamic terrorists and hardened Trans-Sahara bandits freed and admitted into the armed forces of the federal government of Nigeria?

By what law and logic are these bandits given federal allocation by proxies of the government through some phoney means just so they could suspend their terrorist activities in some places?

By exactly what law and logic, and upon which legal ground does the government of Nigeria negotiate with Islamic terrorists and gain an understanding with them in exchange for amnesty and freedom from prosecution?
