I think 911 service is better in the US compare to UK where they will firstly ask you if the person is till responding to his/her if your answer is yes then you’re on your own.

Our emergency number is to alert the police for robbery that If they come..
But I am sure they pay heavily for it maybe though taxes

She will be billed just as you will be billed for a paramedic ambulance trip to the hospital which ranges between $500 to as high as $2,500 depending on the county.

Even in a road accident , you will be billed the cost of moving your vehicle and any sanitation carried on the road from removing car debris. If you destroy public utilities in the accident, you will be billed and no insurance will cover that.
