DSS probably knows all.aboit the bandits and has even possibly infiltrated them. But a frontal attack is going to result in civillan casualties and people would blame the government.

Under GEJ, an expat was kidnapped. DSS located where he was and moved in to rescue him. As soon as the bandits saw them, they killed the hostage and went to fight with the dss and army. Naturally they died.

We are not dealing with sane people here. We are dealing with people who have no compunction in using innocents as human shields. It's the same game Hamas plays with Israel. We are dealing with the same kind of people who took hostages in that Russian theater, and whom spestnaz had to use poison gas to deal with. And yes innocent civilians died and the Russian government got the blame.
