A chieftain of the All Progressives Congress in Delta State, Chief Ayiri Emami, has faulted President Bola Tinubu’s approval of a 15 per cent ad-valorem import duty on petrol and diesel, warning that the move will worsen the suffering of ordinary Nigerians.

Emami raised the concerns at a press conference held in Abuja on Thursday.

The Federal Inland Revenue Service, which initiated the proposal and secured the President’s approval, said the new tariff was designed to protect domestic refineries, stabilise the downstream oil sector, and strengthen local refining capacity.

FIRS Chairman, Zacch Adedeji, explained that the initiative was part of ongoing reforms to “operationalise crude transactions in local currency, strengthen local refining capacity, and ensure a stable, affordable supply of petroleum products across Nigeria.”

But Emami, who is also the Chairman and Chief Executive Officer of A & E Group, an oil, construction and haulage company, disagreed.

Speaking with journalists, he lamented that the policy would “hurt the masses, not marketers.”

The APC stalwart also urged the President to suspend it until the government provides more relief to Nigerians.


“Anybody advising Mr President to impose a 15 per cent tax on petroleum right now is not doing him any good. This kind of policy will not hurt marketers — it will hurt ordinary Nigerians.

“Whatever tax you put on petroleum goes straight back to the people on the streets. Nigerians are already hungry and struggling,” he said.


Emami also warned that the cost of fuel has already crippled daily livelihoods, particularly among rural and riverine communities dependent on fishing and transport.

He said, When you buy fuel, it determines whether you can even go out to fish. It’s not that the fish are gone — it’s that we can’t afford to reach them anymore.

“For me, that 15 per cent should be kept aside until the government provides more relief to Nigerians. Even after removing the fuel subsidy, we haven’t seen much positive reflection. Things are still hard. So why add another burden?”


The oil mogul also expressed fear that certain persons must have been misleading the President.

“Some people don’t care about Mr President or what he’s going through — they just want to create more problems. Those are my honest opinions on the matter,” he added.

PUNCH Online reported that Tinubu’s approval of the new tariff was conveyed in an October 21, 2025, letter to the FIRS and the Nigerian Midstream and Downstream Petroleum Regulatory Authority, directing immediate enforcement.

According to official projections, the 15 per cent import duty could increase the landing cost of petrol by about ₦99.72 per litre — nudging pump prices in Lagos to around ₦964.72 per litre, though still below regional averages.

The policy, government sources say, is part of efforts to encourage the Dangote Refinery and modular plants in Edo, Rivers, and Imo states to scale up production and reduce Nigeria’s dependence on fuel imports, which still account for roughly 67 per cent of national demand.

However, industry experts warn that without corresponding relief measures, the new duty could further squeeze households already battling the effects of fuel subsidy removal and inflation.

The tariff means Nigerians will PAY MORE for imported Petrol.

The idea is that imported Petrol will become MORE expensive than locally produced Petrol.

But this is Nigeria.

The REALITY will be that both Dangote Petrol and Imported Petrol will sell at the same PRICES that'll be HIGHER.

NOBODY will admit that they are selling locally-produced Petrol.

Plus even if Dangote begins to sell directly to final consumers, he'll be able to CHARGE MORE for his products.

If the alternatives are #100 higher. Dangote could, and certainly would, increase his price by an additional #50/60 and still be more attractive.

That's an ADDITIONAL increase in the price of fuel that should NEVER exist.

Tinubu is a GREAT CALAMITY!

He removed Petrol Subsidy because he wants Nigerians to pay FULL MARKET PRICE.
Now he's added tariffs so Nigerians will pay MORE THAN the full market price of petrol.

He's swinging from PLUS to MINUS.

Let Dangote compete in a FREE MARKET.
DON'T impoverish Nigerians to ENRICH Dangote.

If his products are good enough and cheap enough, the Invisible Hand will push out imported Petrol WITHOUT the need for tariffs.

Plus, there are reports that Dangote cannot yet meet the local demands. So the tariff is punishing Nigerians for an inevitable situation—the consumption of an ESSENTIAL import.

Anyway if Tinubu wins in 2027, I will be establishing my own BANDITRY BUSINESS.

Like I wrote on the other thread, by January when people start paying taxes, they’ll see the reality of living in a country where you pay taxes like those who live abroad, but get nothing in return.

Already, many Nigerians who drive cars and use generators have been spending up to N1 million extra monthly since 2023, what has government done for them? Is it better healthcare, better security, better transportation networks, or what? Just minimal changes while corrupt politicians upgraded their wasteful lifestyles.

Mr Ayiri, I think it's done to protect and encourage indigenous refineries because that's where the solution is to many of Nigeria's economic issues.

You can imagine the FX wasted on importation of petroleum products, accompanied by importation of huge unemployment.

Dangote has said times without number that his refinery can serve our local needs adequately and still have so much to export.

Forget the noise about Dangote becoming a monopoly. Disadvantage of that is insignificant compared to economic problems of exportation. Moreover, more refineries are coming up to dispel the fear of monopoly by one man.

I thought you guys were accusing Tinubu and his men of owning refineries off Malta. How could he still went ahead to implement this policy against himselfhuh

The tariff has simply made Dangote a monopolist and would exploit it.

He feels entitled considering it is the largeingle investment in Nigeria, where by federal, state, or local government, or even local or foreign investment.

It might even be the largest ever in Africa.

It does not mean he should hold us to ransom.

If there is a duty, let it be low, so that the competition would be fair.

Dangote can meet all Local demand. Our foreign exchange will be preserved. Good decision. It is the unpatriotic petrol importers who are complaining. Exchange rate will get lower still.

Honestly I'm not happy with some of the policies of President Tinubu lately.. It's totally unfair to be treating Nigerians in this manner.

What local refinery are we talking about?.. Dangote wants monopoly, so he would be the sole supplier of petrol across Nigeria. How do you expect only one refinery to cater for needs of over 230 million people.
I'm highly disappointed in that FIRS chairman.

My advice to PBAT is to suspend that import tariff and allow thorough review of such policy and expected outcomes. Some of these desperate businessmen bribe top Government officials to push policies that'll favour them, it's left for the reviewing officer or c-in-c to seek advice from the experts before giving his/her consent.
Abeg make una no make life tiring for Nigerians.. millions of Nigerians are seriously suffering, do not add to their misery.

The truth is that we don't need importation of fuels anymore. Dangote alone can wet the whole country with Petroleum products. More private refineries are coming up. This will help the naira to grow steadily and become competitive.

What government should ensure is pricing regulation so that we won't die in private hands. Don't mind all these independent marketers that are always crying foul about Dangote Refinery. They want to continue importation for their selfish gain, not that they love you and I so much. If Nigeria can refine, then what's the need of importation?
