Its for business and economic reasons.
It much sense to invest in refinary and selling byproduct of crude oil.
Also, it is capital intensive to build refinary, so it is easier to sell crude than to build for quick profit.

Most countries are aware of that, that's why they are using oil money to develop other sectors and make it viable. Countries are conducting research and development in how to enhance their natural resources and maximize their resources effeciently and effectively. Dubai or rather UAE is a very good example of countries developing at a faster rate as if tomorrow might be the end of oil money excesses....

It brings income.

The minus is that in terms of wars and crisis, it could be the first place to be attacked.

America produces oil and the need for Refineries is justified with the numbers of Automobiles alone in America.

Even with local production of Oil, should there be a slight disturbances in the supply to America, it will shake them badly.

USA is an Oil producing country.

South Korea is not.

But those are countries that are serious with their future and don't have to depend on foreigners for their energy needs unlike one shithole country in West Africa

South Korea is the home of the Hyundai, Kia, Daewoo etc. They need fuel to power those Cars as well as their industrial Capability.

So, they took their destiny in their own hands and not rely on dubious business men to supply fiel to the local market.
