Unfortunately, that what it means to them. According to them a "sovereign state or country" is a state which the government sits by and watches the citizens massacred by terrorists. It is a state where terrorists are met with, dined with, and left to roam free. It means a country where terrorists rule some parts of it. It is a country in which those massacred have absolutely NO right to self-defense: they must accept to be massacred.

The Nigerian military was aware of the rescue operation of the kidnapped US citizens in niger state. The US forces only did the operation on their own, there was an agreement.
