The lawmakers’ recent comments follow reports of widespread violence and killings of Christians by jihadist groups in Nigeria. According to reports, thousands of Christians have been killed, and many others have been kidnapped and displaced in 2025 alone.

"We must use the targeted tools we have at our disposal to end it," Republican Stutzman of Indiana said in a post shared on his X handle.

Meanwhile, the United States House Foreign Affairs Subcommittee on Africa has approved measures urging President Donald Trump to impose sanctions on Nigeria due to the widespread persecution of Christians.

The persecution of Christians in Nigeria is a pressing concern, with the country accounting for 90% of all Christians killed globally each year, according to a 2024 report by the Observatory for Religious Freedom in Africa.

For instance, between October 2019 and September 2023, at least 55,910 people were killed, and 21,000 others were abducted in attacks linked to terrorist groups and religious extremists.

Islamic terror groups Boko Haram and Islamic State West Africa Province (ISWAP) are primarily responsible for the violence in the northeast.

The Nigerian government has been criticised for its handling of the situation, with lawmakers accusing the government of turning a blind eye to Christian killings and allowing extremist groups to operate with impunity.

The US Commission on International Religious Freedom (USCIRF) has also warned that Nigeria's security forces have failed to curb the violence and that, in some cases, local officials have been complicit.

The proposed sanctions could mark a significant shift in US-Nigeria relations, with potential economic and diplomatic implications for Nigeria. The US House Foreign Affairs Committee had advanced a resolution to increase sanctions and pressure on the Nigerian government over the rampant persecution of Christians and other minorities in the country.

This decision comes after a congressional hearing where lawmakers condemned the Nigerian government for failing to protect Christian communities from escalating violence.

SaharaReporters reported on Wednesday that the Catholic Bishop of Sokoto Diocese, Matthew Hassan Kukah, appealed to the international community not to re-designate Nigeria as a “Country of Particular Concern” over religious freedom violations.

Although he acknowledged the worsening Christian situation in Nigeria, especially in Northern Nigeria, his argument was that such a move could derail ongoing efforts to rebuild trust and promote interfaith harmony under President Bola Tinubu’s administration.

Speaking at the launch of the 2025 World Report on Religious Freedom by Aid to the Church in Need (ACIN) at the Augustinianum Hall in Vatican City, Kukah described Nigeria’s situation as tragic but cautioned against punitive international actions that could worsen divisions and hinder cooperation between religious leaders and the government.

He acknowledged that Nigeria has experienced years of violence, kidnappings, and destruction caused by jihadist and bandit groups, resulting in thousands of deaths and displaced persons.

He said, "For over 15 years now, these murderous gangs of Islamicists and jihadist groups have found their way into our country, wreaking havoc, destroying lives and properties, ravaging farmlands and leaving huge parts of the country empty of human existence.

“Along with this, a culture of uncontrolled banditry, thousands of communities have been destroyed, with thousands of lives lost.

"The country has witnessed an unacceptable surge in internal displacement in most parts of the north, especially around the middle belt states.

"The biggest challenge for us is the appropriate language to use in describing this tragedy. The reactions have been confusing. Early narratives spoke of farmer-herder clashes, climate change, cattle rustling, outright criminality, etc.

“With the emergence of Boko Haram and the targeting of Church structures, destruction of schools, hospitals, the kidnapping of priests, the religious, seminarians and other pastoral agents, the murderous gangs invoking the words like, allahu akubar as their anthem of death, there was no other way of speaking of persecution of Christians by these jihadist groups rather than calling them religious persecution targeted at Christians.

"Then came the sacking of communities and the occupation of swaths of lands by these terrorist and murderous groups. These groups would later target Muslims who did not believe in their brand of Islam. Today, the floods of blood in Nigeria have no boundaries. This is why the debate over what is happening to us has become so confusing within and outside Nigeria. Although we cannot find the right words, the simple truth is that Nigerians are dying for a living."

Kukah noted that the confusion over the appropriate language is understandable.

Kukah explained that Nigerians feel vulnerable and unprotected irrespective of their faiths, ethnicity, or social classes. A significant part of our social life has literally collapsed as many citizens now fear large gatherings for social events or prayer.

Oke urged the Nigerian government to end the killings of both Muslims and Christians across the country, noting that no Nigerian deserves to die unjustly.

The National President of the Pentecostal Fellowship of Nigeria (PFN), Bishop Wale Oke, has said that genocide exists in Nigeria but stressed that the killings are not limited to Christians.

In an interview on Sunday, Oke urged the Nigerian government to end the killings of both Muslims and Christians across the country, noting that no Nigerian deserves to die unjustly.

“Our position is that genocide exists, but it is not just about Christians. Our concern is that whether Muslim or Christian, stop the killing, that is our priority ,” he said, according to PUNCH.

He added that the PFN values the sanctity of all lives, noting that no Nigerian deserves to die for any reason.

“We don’t want Muslims to die, and we don’t want Christians to die. We don’t want a situation where there is genocide against Christians today and then it stops, only for there to be genocide against Muslims tomorrow.

“What we want is a situation where genocide is stopped entirely — whether among Muslims or Christians.” Oke stated.

The PFN president emphasised that the government’s primary responsibility is to ensure the welfare and security of its citizens.

“Government exists for the welfare of its people as a primary responsibility. When you don’t have governance that addresses the welfare of the people, the PFN wants to speak truth to power — to make leaders, whether in the political or any other sector, understand that the welfare of the people is important.

“The government should stop the killings. No innocent Nigerian should lose his or her life for any reason,” he added.

Oke’s comments come amid renewed debate over allegations of Christian genocide in Nigeria, following claims made by some US lawmakers and advocacy groups.

Recently, a group of U.S. legislators urged Secretary of State Marco Rubio to take diplomatic action against the Nigerian government, citing what they described as the “systematic persecution and slaughter of Christians.”

The Nigerian government has, however, repeatedly dismissed such allegations, insisting that no religious group is being targeted.

Meanwhile, the Christian Association of Nigeria (CAN) had maintained that Christian communities, particularly in northern Nigeria, suffered sustained attacks, loss of lives, and destruction of places of worship.

“Since 2023, our administration has maintained an open and active engagement with Christian and Muslim leaders alike and continues to address security challenges which affect citizens across faiths and regions,” he stated.

Tinubu dismissed what he described as a mischaracterisation of Nigeria’s religious landscape by external observers, saying such claims fail to reflect the country’s diversity and the government’s ongoing efforts to promote peaceful coexistence.

“The characterisation of Nigeria as religiously intolerant does not reflect our national reality, nor does it take into consideration the consistent and sincere efforts of the government to safeguard freedom of religion and beliefs for all Nigerians,” the President declared.

He stressed that religious tolerance remains central to Nigeria’s national identity, insisting that the government neither supports nor condones persecution based on faith.

“Religious freedom and tolerance have been a core tenet of our collective identity and shall always remain so. Nigeria opposes religious persecution and does not encourage it,” he affirmed.

Tinubu further underscored that Nigeria’s constitution guarantees protection for citizens of all faiths, reiterating that his administration will continue to work with international partners to promote understanding and safeguard communities.

Human rights lawyer, Dele Farotimi, has reacted to the U.S. President, Donald Trump’s public comments on violence in Nigeria, saying there is abundant evidence that the Nigerian government has been complicit in the alleged ongoing genocide in the country.

Speaking in a video, Farotimi said that the Nigerian state has allowed genocide and mass atrocities to continue in the country for a long time.

He said he did not need an American politician to affirm what he has been saying for at least a decade that there is genocide in Nigeria and that the Nigerian government has been complicit.

Farotimi said, “He (Trump) said if Nigeria continues to allow… Is this true? Has the Nigerian government continued to allow genocide in Nigeria?

“I am not a respecter of persons, I’m a respecter of truth. I do not need Trump to tell me that the Nigerian government is complicit in the genocide that has been taking place in the country.

“I have been saying this consistently for a decade in the public, in books, in speeches, in essays. There are substantial evidence in the public space to conclusively say that the Nigerian government allows what is happening.”

According to him, “We do not need Trump to tell us. He said that in his tweet. I have no choice, I have to agree with him that the Nigerian government allows the genocide; because there is indeed a genocide and I have called it that for at least a decade.

“Commodore Olawumi has already told us that; Bugaji has already told us that; Baraje has already told us that. The fact that the creature called Alimodu Sheriff is still walking around in Nigeria and remains a man of influence tells me everything I need to know about the complicity of the Nigerian state.

Farotimi also addressed Trump’s threat to halt U.S. aid and assistance to Nigeria, saying he had previously told U.S. officials that Nigeria does not need foreign aid to solve its problems and that some international engagement had been harmful.

“Trump said the USA will immediately stop all aids and assistance, I am forced to speak to a private encounter where I had an occasion to speak to U.S. government officials and when I was asked, ‘is there anything we can do for you’, I said no, we don’t require anything from you,” Farotimi said.

He continued, “I want nothing from anybody. Just stick your nose out of our business. Because American interest in Nigeria is not exactly benevolent.

“Stick your nose out of our business include keep your aids, keep your assistance. It has not been beneficial to us. If anything, your aids and assistance have only served to keep us further impoverished and reinforced the evil that you have allowed to overtake our country.

“Please, stop all aids and assistance, but as you are stopping all aids and assistance, stop being the net recipient of our stolen common wealth.”

Farotimi urged foreign governments to deny safe havens and banking access to Nigerians he described as perpetrators, arguing that Western countries should use their influence to expose and prosecute those he says are responsible for atrocities.

“I was in the U.S. immediately after the 2023 general elections, and I was specific in saying this, you allow things in Nigeria that you will not tolerate in your country.

“People who kill and murder Nigerians to your knowledge buy homes in your country. They have dual citizenship. They have residence in your country and you say nothing about these and you are threatening us about withdrawal of all aids, keep your aids but remove these people.

“Stop allowing them access to your banking system. Stop allowing them safe havens in your country, not just in America, all over your sphere of influence, force them to come back to Nigeria to solve our own problems.”

According to him, “It just requires you insisting on the right thing being done in Nigeria. It requires you sharing who you know how corrupt they are. You know. I have access to intelligence that an average Nigerian can never touch.”

Farotimi argued, “If there are indeed persons deserving of death, you have more than ample evidence and you know what you used to do, do that. Expose them, bring them to the international trial courts that are built by you.”

He noted, “The Americans and the West created the International Criminal Court. If there indeed are persons within the Nigerian circle who are guilty of these things, you know what to do to them for justice but don’t come into our country gun blazing.

“Nigeria is not Sumaila, and it is a multicultural, multiethnic society. We don’t need you to come into our country guns blazing.”

Farotimi’s comments come amid the redesignation of Nigeria as Country of Concern by the U.S., over alleged genocide against Christians in Nigeria.

There has also been a heightened international scrutiny of violent killings by terrorists, and bloody clashes between armed herders and farmers across parts of Nigeria, which have long ignited a series of public outcry and reactions by local and foreign communities, human rights defenders and commentators about the country’s human-rights record.

We are told that Christians are being killed in large numbers, some rose to say Muslims are being killed too. That sounds a bit of a defence of the killings of Christians rather than any sign of sympathy for those killed on either side. It is a Stoopid and condescending logic.
We are told that the US president wants to crack down on the alleged killers.', but some decided to turn the conversation into that of invasion. Suddenly, those who have kept quiet over the incessant killings became patriotic overnight, castigating the US president and condemning the idea of a crackdown. So, they have been okay with those killings all the while?
People claiming that they have statistics of Christians killed over time presented their figures, but those disputing have no figures to counter such claims. This exposes their flippancy.
The noisy dispute promoters are silent on food insecurity resulting from the killings of rural farmers, Christians or Muslims. They ignore the growing number of Internally Displaced People's (IDP) camps, the population of the IDPs, the economic burden of keeping families that are not working, the health challenges and the long-term consequences, especially relating to resettlement.
They ignore the buge sums of annual allocations for defence, security votes and all, that end up in individuals' pockets while insecurity rages on unabated. They are not reasonable enough to call for investigation into the misuse of defence budget.
They allow some irresponsible religious leaders to make claims of denials and even threats rather than proffering solutions to the burgeoning problems. They even try to amplify the voices of such misguided religious commentators
They hail a government led by someone who, while in the opposition, found faults in another government in power and even rallied the people against that government but now sits like a lame duck while in the position, pointing in the wrong direction instead of confronting the problems head-on. Imagine a president asking state governments to ensure security in their domains when the power over the armed forces resides with the Commander-in-chief.
They talk about half-hearted reforms in the military and gloss over the pervasive insecurity that is growing by the day. They give plausible arguments of a Muslim man that married a Christian pastor as wife as if that automatically translates to effective policy in reality on interfaith matters.
They praise a president that is fixated on winning another election even before the next election cycle begins, with disproportionate attention on politics over the economy and security. They leave aside existential issues and concentrate on the ephemeral and superficial issues of glamorising few achievements that are not particularly peculiar, especially considering the enormity of challenges Nigeria faces as a country.
They ignore the downsides of continual borrowing of foreign loans even when there is no clear accountability of what such loans are used for and, in particular, when we have been told that the earnings from fuel subsidy removal have improved our economy greatly, whereas this has yet to transform into increase in earnings for ordinary people who even have to spend more.
They ignore the dubious hope they promised as federal lawmakers were given expensive car gifts in an economy that is being sustained on external borrowings and the public is being told to endure hardships as necessary pain for an elusive gain.
They ignore the crushing burden of increase in taxes on more and more items of trade, including even bank transfers, purchase of airtime, and so on.

In response to this criticism, the organisation has said that "it is almost impossible to reproduce all our reports and their references dating back to 2010. Our easy method is to pick their summary statistics and add them to our fresh discoveries or findings to make up our new reports." But the data sources quoted by InterSociety in its reports do not reflect the figures published.

InterSociety includes a list of 70 media reports as some of the sources to its findings on the attacks against Christians in 2025. But in about half of these cases, the original news stories did not mention the religious identity of the victims.

For example, InterSociety quoted an Al Jazeera report of an attack in north-eastern Nigeria, saying that according to the news organisation "not less than 40 farmers mainly Christians were abducted by Boko Haram in Damboa part of Borno State".

But Al Jazeera's report didn't mention that the victims were "mainly Christians", as quoted by InterSociety.

Some of the attacks also appear to be reported more than once.

To explain the shortfall, InterSociety says it also estimates the number of people it believes have died in captivity and includes eyewitness testimonies it cannot make public.

The International Society for Civil Liberties and Rule of Law (Intersociety) Nigeria has replied to inquiries by the British Broadcasting Corporation (BBC) Disinformation Unit, explaining the reports it relied on and how it got its statistics on the alleged religious genocide in Nigeria.

Intersociety in its response shared with SaharaReporters on Thursday noted that the figures dated back to 2009 at the start of the Boko Haram insurgency which led to the burning and shutting down of churches in North-East Nigeria, the epicentre of the insurgency.

The human rights organisation in the responses by Intersociety chairman, Emeka Umeagbalasi, added that Prof Joash Amupitan, who was recently appointed by the Bola Tinubu government had also written a legal brief to one of the major reports on the religious violence and killings in the country.

Intersociety said, "In a 312-Page Report by the Aid to the Church in Need, released at Vatican on October 21, 2025. The Mother Report was titled: “Religious Freedom in the World 2025”, with 1248 pages. The Nigerian version of the Report is titled: “Genocide in Nigeria: The Implications for the International Community”, in which the Legal Opinion of the Report was prepared by Prof Joash Amupitan (SAN).

"In the Legal Opinion version of the Report, it is not only that the 13,000 burnt or destroyed or closed down churches was quoted, but other sources also quoted it, which was originally cited in the Anna Mulder and her Open Doors Report of 2015, covering the Boko Haram Insurgency period of July 2009 to Dec 2014.

"Prof Joash Amupitan (SAN) who was recently appointed Nigeria’s new National Electoral Commission (INEC) Chairman had tied his reference to respected Ewelina Ochab, a celebrated researcher and campaigner against persecution of Christians and Christian Genocide in Nigeria.

"Here are the questions the BBC must push back to the Nigerian government; Nigerian Government’s National Bureau of Statistics (NBS) had on December 17, 2024, released an “America Wonder Statistics”, saying “between May 2023 and April 2024, a period of one year: “614,373 citizens died in Nigeria from insecurity”.

"Your team should therefore ask the Nigerian government how it arrived at such “America wonder statistics”

"As a leading rights advocacy organisation since 2008, our data are generated using primary and secondary sources. Riley Moore, United States lawmaker and leader of the investigative committee set up by President Donald Trump over alleged killing of Christians in Nigeria, has accused the Nigerian government of failing to justify the extensive military assistance it received from Washington.

Moore decried the alleged ongoing genocide against Christians in Nigeria, saying it has been met with global indifference.

He said this in an interview with Dinesh D'Souza programme shared on Friday and seen by SaharaReporters.

"My brothers and sisters in Christ are murdered for practising their faith and belief in our Lord Jesus Christ," he stated, expressing outrage over what he described as years of silence and neglect from both Nigerian authorities and the international community."

He warned that Nigeria’s inability to address the killings could have far-reaching consequences, stressing that the United States would eventually be forced to act if the situation deteriorates further.

"If we don't address this, if we don't do something about this and some terrorists take hold in Nigeria, I promise you, we would have to address it one way or the other. What I would like to do is address it in a cooperative manner with the Nigerians and hopefully there would be."

The lawmaker criticised the Nigerian government for failing to prioritise the protection of Christians despite receiving substantial US security support over the years.

"I think there is a potential very quickly to partner and I am hoping they would partner with the US government to address this because we have been providing them billions of billions of dollars worth of security assistance. They have been paying for that but they were also granted security assistance from the United States of America, training and equipment, for them to address this issue and it has gone on unresolved and they are not prioritising the protection of the Christians."

He lamented that the violence had continued “under the radar” for far too long, with little global attention or meaningful intervention to halt the slaughter of Christians.

"The pieces are in place to address this, it has been flying under the radar and nobody has cared about this for a very long time. But if we are not going to stand up for this, for the very values we have as Christians and I am not talking of nation building, democracy, we are talking about going on to protect Christians from murder," he added.

According to him, the time has come for both Nigeria and its international partners to move beyond rhetoric and take concrete action to stop what he described as a “forgotten genocide.”

Earlier, Moore promised to send a report to Donald Trump soon, saying, "I am on it."

"Thank you, President Trump, for your incredible leadership in defending persecuted Christians, especially in Nigeria. Your bold and decisive action to protect our brothers and sisters in Christ will save thousands of lives. I am on it and will have more for you soon," he wrote in reaction to Trump’s speech vowing action on what he described as "genocide against Christians" in Nigeria.

In a speech seen by SaharaReporters, Trump had reiterated that he has designated Nigeria a “country of particular concern” over what he described as large-scale killings of Christians and warned that Washington could cut aid or even take military action if the violence continues.

“Christianity is facing an existential threat in Nigeria, thousands and thousands of Christians are being killed, radical Islamists are responsible for this mass slaughter. I am hereby making Nigeria a country of particular concern, that is a legal definition,” Trump wrote in a social media post.

He drew attention to global figures and urged rapid action from U.S. lawmakers. “When the Christians or any such group is slaughtered like it's happening in Nigeria 3100 Vs 4476 Worldwide, what horrible numbers.”

Trump called on members of Congress to move quickly, singling out appropriations leaders. “Something has to be done, I am asking Congressman Riley Moore together with Chairman Tom Cole and the House Appropriations Committee to immediately look into this matter to report back to me, I mean like immediately.”

He added that the United States could intervene to protect religious minorities. “The United States cannot stand by while such atrocities are happening in Nigeria and other countries. It's not only in Nigeria, it's all over. We are able and willing to defend Christians, the killing of Christians, it is not going to happen.”

The Nigerian government has rejected the characterization and pushed back against claims that the violence amounts to targeted genocide, saying the country's constitution protects all faiths and that security challenges affect communities across religious lines.

Last Friday, President Trump announced that, in response to claims of genocide against Christians in Nigeria, he had redesignated the country as a “Country of Particular Concern.” He made the announcement on his Truth Social platform, writing:

“Christianity is facing an existential threat in Nigeria,” Trump posted on Truth Social. “Thousands of Christians are being killed. Radical Islamists are responsible for this mass slaughter. I am hereby making Nigeria a ‘COUNTRY OF PARTICULAR CONCERN’ — But that is the least of it,” he wrote.

He went on to say the U.S. may conduct a military operation in the country if 'killings of Christians' continue.
