Including NGOs who are region-based. I mean those whose activities are concentrated in a particular region instead of spreading them nationwide.

Not really. The majority of the local NGOs have in their business registration details( memo and articles of association) that their coverage will be nationwide, only for them to narrow services to their region. This issue first came up in 2023 but set aside by the CAC for the reason best known to them. Those serving the Disaster regions were exempted

I commented on this because am a member of Nigerian Red cross society based in Jos. There has been funding from international/local partners running into billion of naira, this year particularly. It's due to awareness of armed conflict actually genocide happening in the state. i can tell you that neighboring states like nasarawa, southern Nigeria are getting next to nothing. Donors are specific in areas of distribution ranging from staffs and volunteers mobilisation , awareness campaign, logistics and support.
