Just to say that there was serious comeuppance for the Akaluka murder. No court trials, but the dictator du jour (Abacha) was said to have sent his goons to simply kill off the ringleaders one by one. Only one of them, a prince, was said to have escaped as he was smuggled out of the country. But the fact that he later come back to the country and was not immediately arrested and put on trial but went on to hold a high government post takes us back to the absence of a functional justice system.

Just implementing these things will make sanity to be restored. When military officers realized there's capital punishment for kuups, they comport and face their legal duties. But when some citizens don't get punished for crimes like you've mentioned and like this attempted murder on a soccer player from overzealous fans, then such nation is playing with fire.
