You don't know the exact person that gave him the order. It might be a serving general.

If his boss gives him an order to follow, nothing concerns him with whether it was the land of a retired general he was asked to guard or the president's daughter. His duty is to carry it out to the letter. In as much as it does not lead to security threat of the nation.
