As someone mentioned in the other thread, INEC probably doesn’t have money for transportation or sufficient funds for the logistics needed to move its officials to and from the convention, including hotel reservations.

INEC does not have to be present at a party convention, but political parties are legally required to provide INEC with at least 21 days' notice before holding one

its not null and void ,its not important inec attends. It is notice to inec that matters,and pdp gave the 21 days notice
As par court decisions, the abuja courts, and Ibadan courts are courts of coordinate jurisdiction
None is superior, pdp can rely on any to obey ,they chose to obey the one in Ibadan
