governors are Chief Security Officers (CSOs) of their states in principle, but this does not give them command authority over federal forces.

The officer in question clearly stated he's following orders from his superior.

Remember: The name on the land document as shown is that of a retired Naval officer who is now a bl00dy civilian. That simply means the officer followed an order that was passed on to his boss by a civilian.
