And you seem not to be getting the point. The military personnel stationed there, stopped the FCT officials from doing their job, they were asked for documents which they couldn't produce, they couldn't even provide a document that gives them the go ahead to start building, that's lawlessness.

Do you even know that before Wike went to the place, FCT officials went to make enquiry about the necessary approval status and documents but, they were met by stiff resistance and threat to shoot by men of the Nigerian Navy? Do you even know about this at all or you don't just care?

yes. A govornor can not give a military man orders according to Nigeria constitution. Even in the USA govornors can not order a soldier neither can he order federal police FBI. A govornor in Nigeria can not order police force too, any orders giving by the IGP stands and override the govornors. Military mrn only takes orders from there superiors and the President is the highest rank in the military his orders override all.

The armed forces of the Nigeria are a federal entity. The Commander in Chief, the President holds sole national command authority, which supersedes the authority of state governors.
