The government knows what to do but are only concerned about winning elections. The right thing to do is to declare a state of emergency in the north western states and suspend the governors for one year being replaced with military administrators. Then declare total war on insurgency and the supporters. The military should be on the offensive rather than being reactive. Generals siphoning funds meant for procuring arms should be seriously punished.
