You had never face a brutal reality in Nigeria, reason you are talking like this. Who tell you police don't know them or has never arrested them before?

He made a mistake by starting what he couldn't afford to finish. He behaved like a rich guy to them, reason they keep asking him for money. If he had refuse or give them just #100 at first time, they would've tag him idiot and let him be for good. Now, the only escape route for him is to relocate, otherwise, they will soon invite him to join them because they had seen him as a financial backer.

You don't report cultists or yahoo yahoo boys. You just relocate to somewhere else. I had a neighbour in school who always delay in paying NEPA bills, which affected electricity and water supply. After much complaints, I relocated to a different lodge.

The last thing you will want is to join a cult (they're largely hungry and dirty people) and live amongst them when you're not one of them.

Find money, even if na borrow, to relocate.

If you can't relocate due to reasons best know to you do this.

Target the day they will harass you again.
Go out with small change like 5k and a small phone you are willing to forfeit.

Refuse to give them anything and don't bow to pressure but don't raise voice or threaten.

Allow them do their worse including stealing the phone and money after they do so they would want to walk away and change spot to go have fun over that change then walk away quietly.

Get military men to drive with you another day they are gathered but agree not to stop by them just pass with some serious looks to their direction and make sure they see.

Leave the matter like that, e go remain so till you marry born and old self they won't cough again.
Those animals are insecure.

Drag the payment for a while, make sure you have stuff at home before you do this because during this period, you shouldn't be seen buying or paying for anything, when they discover this they will naturally just stop talking to you, if they try again make up another story, if every time they come to you they are given a sad story, they will stop altogether.

Now, after they stop, you need to completely ignore everyone around that area, you don't buy or have anything to do with them, because those in the area are their information sources, they know who has money and who doesn't.

Or you can just relocate, anytime to arrive at a new place, don't try to make friends, try to know those living there first before attempting to make friends, and most importantly stay the mess away from ladies on your streets.

Based on experience, as a PH Boy. DO NOT give "find" cultists "something". If you already do, STOP.

STOP smiling at them. Just mijd your business, and they'll stop disturbing you.

The summary is that cultism is a southern Nigerian problem. Even the few incidents of cultism in some middle belt states are mostly propagated by southerners residing in the north & some very few northern accomplices (very rare).
Only Benue state in the north (middle belt) have large chunk of indigenes actively participating in cult activities. Same with prostitution

Except in the core north.
Pple in Kano, Sokoto, Zamfara, Borno, Jigawa, etc have no idea what cultism is all about.
Same with middle belt states like Adamawa & Taraba. Only exceptions are Benue & Kogi states that have active indigenous participation.

Bring your southern cultism to Kano or Sokoto, them go beat you up & pound you like fufu, that's if you can even survive it.
Try to obtain money from aboki in Sokoto or Katsina in the name of cultism, them go pound you up.

Cultism, prostitution & internet fraud are majorly southern issues propagated by mostly southerners.

If you are living in a school environment, this may be a difficult situation to handle but if not, you can engage a lawyer who will write an anonymous letter on your behalf through his chamber.
The petition will address a potential public breach of security in the area. The landlord of the particular property would be mentioned as the prime suspect and would be forced to evict the hoodlums before they become a total menace to the area.

Your safety is very important.
