These guys are the most fearful and that's why they move in packs. Stop giving them attention. Don't relocate anything. Make sure you steer clear of anything cultism or gangs. Don't relocate, write a petition to the commissioner of police ,copy the DPO of the nearest Police station and make sure you give a detailed and verifiable narration of their activities in the area. add Photos of the vagabonds and locations where they can be found too.
You can add a little salt and pepper, for instance they have turned the neighborhood into a drug den.theyre making life unbearable for residents,people are living in fear etc
The DPO will do the needful ASAP before a query comes from the CP.
