With 25% of Defence Budget can you negotiate a terrorism free North East, North West and North Central Nigeria? The negotiation is that the money is paid at the end of each Quarter or every six months. Peace comes first before payment. Sheikh Gumi may not agree to 25% but he will name his price. I can bet with you, during negotiation there wouldn't be any security breach anywhere in the North.
