The Origin of the Southern Governors Forum

The first meeting of the southern governors in the 4th Republic was held in Lagos in October 2000. The Southern Governors Summit was used to coordinate the fight for resource control and more importantly, the fight against the onshore/offshore dichotomy. It was also used to demand for devolution of powers (state police, etc.).

Offshore/Onshore Dichotomy.

The 1999 constitution stated that a percentage of mineral revenue that was derived from a state should be given to that state. It also stated that the National Assembly should meet to determine what the percentage would be, but it must not be less than 13%.

The Federal Government led by President Olusegun Obasanjo paid the states 13% of the revenue derived from minerals in their states. This was because the National Assembly did not set any percentage, so the Federal Government simply used the percentage that was mentioned in the constitution.

However, there was a problem.

The Federal Government stated that any mineral (that is, crude oil) that was found in the ocean, off the continental shelf of a state, belonged to the Federal Government and it would not pay any derivation funds to any state for it.

The states argued that they must have a share of the revenue from such minerals, regardless of the fact that they are in the ocean.

The battle was waged in the National Assembly and in the courts. State governments sued the Federal Government. The state governors were meeting to coordinate their strategy, but then there was a division. A few northern state governments took the side of the Federal Government and so the Southern governors then decided to coordinate their strategy through the Southern Governors Forum.

Politics crept in ahead of the 2007 elections and the Southern Governors Forum did not meet between 2005 and 2017. Their wives continued to hold meetings, but the Southern Governors Forum did not meet.

Until recently, the host governor usually acted as chairman and spokesman of the forum.

Lagos, Nigeria — Host Lagos Governor Bola Tinubu has justified Tuesday's maiden meeting of governors of the 17 states in southern Nigeria, saying such a gathering was necessary to strengthen the country's fledgling democracy.

In an apparent reference to criticism of such gathering as sectional and divisive, he said it should actually be encouraged and supported.

Lagos — It is not everyday that the executive governor of a state sits by his phone, calls his colleagues and extracts a commitment from them. But to host the Southern Governors Forum, it is increasingly becoming a ritual that every prospective host governor would have to go through.

It is necessary, and it will become more so as development gets stormier in the country. It was on the telephony note that the last lap of the preparations for the second in the series of the Southern governors' parley kicked off.

Lagos — When Senator Bola Tinubu, Lagos State Governor, strolled out of the conference hall of the Nike Lake Resort Hotel after the second summit of the Southern Governors, 10 January, he expressed his approval of the resolutions reached at the summit. "I am elated about our resolution to establish state police," he told this magazine. "Security," he asserted, "is a right, not a privilege for the people". The Governor who is an advocate of state police argued that the present situation whereby security of the masses is solely entrusted to the federal police gives room for fraud, irregularity and abuse of power. The governors, according to Tinubu, would not allow the issue of state police to be sabotaged by any act of omission or commission. He said they were determined to pursue it to a logical conclusion.

The summit had in its nine-point communique endorsed by all the 17 Southern governors, resolved that a constitutional amendment empowering states to establish the state police be pursued.

According to information available to Vanguard, the governors would, at the meeting, decide on how to tackle the federal government on the issue of revenue allocation.

Port Harcourt — The sixth quarterly summit of the 17 southern governors kicked off yesterday in Port Harcourt, the Rivers State capital with resource control and True Federalism topping the agenda.

By 7pm yesterday, no fewer than 10 of the 17 governors had arrived, throwing the oil city of Port-Harcourt into a carnival mood.

For the record,the last time the South west met like that amotekun happened in the region backed by law

The whole south needs to adopt that template as a region asap and strengthen it

We don't need stone throwing critics now,only constructive feedback

1.The South should build a system that can respond simultaneously to any threat in the region within an hr. The US can respond anywhere in the world within 6hrs. This will need air travel and drones

2. Strengthen a first responders network in communities and provide them with top tier protective technology and back up don't just send them out with jazz

3. Create a regional fund for security and must have for every lga . Check and check that all lgas have those items, eg armored protective cars etc. ensure this in a short time.... these protective cars worked in lagos at one time.the responders had confidence to engage and they were set at strategic points all over the city so if you escape 1. You meet others ahead

4. Establish early warning systems on our roads, bill boards that show red,danger ahead...or systems that enable anonymous reporting of movement of terrorists in the bushes or the road,don't make people go to the police to report these.no one will

The last time some people did so in plateau jos,the bandits went back to the area ,killed them and cut their tongues

5. Have CSO and members from communities or religious bodies involved in the system that records crises calls and track that every call is addresses, if we see the percentage not responded to ,we know who is not working

6. This is the most important part.justice must be served. The military era stopped all this nonsense by swift justice. Any robbery that involved guns had everyone that participated summarily sentenced.how do we let these people go scot free.

Just a quick reminder that this will not stop till the terrorists are responded to. This same thing happened in Israel when they went in and raided a village,they didn't wait for other incidences to pick them up.

Every known terrorist and terrorist a better should have their faces and crimes known to all long before they are caught. They should not become a wadume that could live like a king in the community from proceeds of terrorism their crimes if publicized will hopefully have the community shun them

Kudos for these first steps by the southern Governor,let's see how long it takes to set up

these guys are in power physically but mentally they don't feel powerful or the extent of the power.

Except it's to oppress individuals. They are incapable of effecting systemic changes.

If all governors come together and say they are advocating for state police what would citizens do when they come together to protest?

These are people who are supposed to almost make a statement and start working towards making it a reality.

But in their heads, they must advocate to "higher power"?

It seems they went for jamboree nothing new in their resolutions we have been hearing this same thing for years.
It is pure jamboree. You region and territories are surrounded by enemy ready to kill and destroy your people all you could do is to wear aso ebi.
They passed a vote of confidence on the President and highlights road construction by the federal government without castigating for failure to take concrete steps on security despite escalation on a daily basis. The recent action was because of American government threat to deploy troops to stop Christian genocide.
What is the take away for each of them when they get to their state.
All movement and zero motion.

With the situation currently on ground, what the governors ought to do is establish a joint security outfit to curb the excesses of the bandits. This is not the time for endless talks without any tangible action to restore the confidence of the citizens.

Arewa 12 states had since 1999 adopted unconstitutional Islamic sharia criminal justice system and literally drew the boundaries of Arewa Islamic sharia Republic, but still clutch tight to one Nigeria because of lucre in the south.
