Leaked draft documents and internal discussions suggest the potential expansion would categorize countries into different tiers of restrictions. One reported draft included a list of 22 countries that would be given a 60-day warning to improve their security and documentation standards or face new restrictions.
Potential Countries for the Expanded Ban
Based on leaked internal memos from June and December 2025, the following countries have been identified as candidates for potential new or expanded immigration restrictions:
