'Northern Governors Launch Landmark Regional Security Trust Fund with N1bn Monthly Contributions Per State'

COMMUNIQUE ISSUED AFTER THE JOINT MEETING OF THE NORTHERN STATES GOVERNORS' FORUM AND THE NORTHERN TRADITIONAL RULERS' COUNCIL HELD ON MONDAY, 1ST DECEMBER, 2025 AT THE KASHIM IBRAHIM HOUSE, KADUNA, KADUNA STATE

The Northern States Governors' Forum and the Northern Traditional Rulers' Council convened a joint meeting today, Monday, 1st December 2025, at the Council Chamber, Sir Kashim Ibrahim House, Kaduna. The meeting was attended by Their Excellencies, the Governors of the 19 Northern States and Their Royal Highnesses, The Chairmen of the 19 Northern States
Traditional Rulers' Councils.

After exhaustive deliberations on critical issues of common interest impacting both the region and the nation, the Forum hereby presents the following communiqué:

1. The Forum commends all members and our Royal Fathers for their steadfast commitment to the unity, security, stability and development of the region. At this pivotal juncture in our history, we recognise that only through unity, peer review and cooperation can we overcome the pressing challenges before us. Accordingly, we reaffirm our resolve to confront these challenges with firmness and clarity in order to fulfill our constitutional responsibility.

2. The Forum extends its deepest condolences and solidarity to the Governments and good people of Kebbi, Kwara, Kogi, Niger, Sokoto, Jigawa and Kano States following the recent killings and abductions of school children and other innocent citizens, as well as to the victims of the Boko Haram attacks in Borno and Yobe States.

3. The Forum commends the Federal Government, under the leadership of President Bola Ahmed Tinubu, GCFR, for leaving no stone unturned in ensuring the prompt release of some of the abducted children and in handling other security challenges. We equally commend the sacrifices of our servicemen in uniform who continue to battle various forms of violent insurgencies across the country. Consequently, the Forum resolved to renew its support for every step to be taken by the President and Commander-In-Chief of the Armed Forces, Federal Republic of Nigeria in taking the fight against insurgents to their enclave in order to bring an end to the criminality.

4. The Forum reaffirms its wholehearted support and commitment to the establishment of State Police. Accordingly, the Forum encourages National and States Assembly Members in the region to expedite action for its actualisation.

5. The Forum observed that illegal mining has become a major contributory factor to the security crises in Northern Nigeria, the Forum therefore resolved to strongly recommend to the President to direct the Hon. Minister of Solid Minerals to suspend mining exploration for a period of 6 (six) months to allow proper audit. Subject all mining Licences to revalidation for a period of six months in active consultation with the various State Governors and in the process arrest the menace of artisanal illegal mining.

6. 6. In order to effectively confront the security crises in the North, the Forum resolved to set-up a regional Security Trust Fund to be funded with monthly contribution of One Billion Naira from each state and local governments to be deducted at source under a framework to be agreed upon.

7. Forum resolved to reconvene on a date to be communicated.

At the historic Sir Kashim Ibrahim House, I welcomed the Northern States Governors’ Forum and the Northern Traditional Rulers Council to a joint session marked by candour and shared resolve. The gathering brought together leading voices from across the North in pursuit of strengthened security and accelerated regional advancement.

Our deliberations were substantive and far-reaching, addressing the persistent security challenges confronting our states as well as other matters of strategic regional importance. At the close of the meeting, a comprehensive communiqué, presented and signed by the Chairman of the Northern States Governors’ Forum, His Excellency Governor Muhammad Inuwa Yahaya, captured the collective decisions of the Forum.

The communiqué reaffirmed our unwavering commitment to restoring stability and safeguarding the lives and livelihoods of our people, while conveying heartfelt condolences to states recently affected by violent attacks. It commended the Federal Government’s sustained security interventions and voiced strong support for the establishment of State Police as an essential step toward more responsive, community-based policing. It further recommended the suspension of mining activities pending a full review of their security implications. In addition, the Forum endorsed the creation of a Regional Security Trust Fund and resolved to reconvene to evaluate progress.

The forum didn't demand the immediate release of names and prosecution of bandit sponsors?

The #1bn per state, who will administer it? Seems like money kept aside for ransom payment.

I think I prefer the idea of Regional police or security outfit rather than a state controlled one.

Giving governors and local politicians more power where they are directly controlling a security outfit still doesn't sit right with me.

If they did not resolve to RESCIND their adoption of unconstitutional Islamic sharia criminal laws in the 12 sharia states, they need to return to the negotiation table..
The insecurity in Nigeria today is rooted in their adoption of sharia criminal laws beginning 1999. Boko Haram and kidnappers and bandits share one objective: a Nigeria to be governed with sharia criminal laws.

Northern Nigeria stands today as a wounded giant, a region caught between the memory of what the Sardauna dreamed and the stark reality created by those who inherited his mantle but not his moral weight. The promise of a people rising through education, productive labour and communal dignity has been slowly suffocated by a ruling class more devoted to its own comfort than to the welfare of the millions in its charge. Power has been held tightly, yet its dividends seldom reach the ground. Poverty spreads like a harmattan fire, children drift out of school, and entire communities live at the mercy of bandits who move with the audacity of men who know the state has abandoned its duty. They call them unknown gunmen, like they are unknown soldiers.

In place of principled leadership, religion is deployed as a curtain behind which incompetence and greed hide. Criticism is dismissed as sacrilege, and the faithful are urged to be patient even as their world collapses around them. And when voices beyond our borders, including Trump’s recent warning, point to the gathering storm, the official response is silence, an indictment in itself.

This is not the North the Sardauna laboured for. It is a fragile creation of neglect, denial and the smallness of those who should have stood tall. The North should tell itself the truth and stop blaming others. Stop using religion as a cover. You look down on Southerners just the way the Arabs look down at Africans, call them Abdi and you call yourselves Muslim. Inna lillahi!

Only truth, courage and accountable leadership can begin the work of restoration.

Conscience is an open wound. Only truth can heal it.

When the North finally gets it’s act together, no other region will come close. The true resources of this country (agricultural, mineral and population) are in the North. From mining to agriculture to textiles to consumer goods, the North has the potential to produce numerous billion dollar corporations. Plus when you listen to a properly educated Northerner, many are more eloquent, intelligent and logical that the average educated southerner. I don’t know why but average educated southerner these days seems to have lost the ability to think rationally and logically.

The devil is in the detail.
What are the details of the radical reforms that have been proposed and agreed upon.
What are the about turns these leaders have intended to tackle this precedence.

Because as they say desperate times call for desperate measures and if the 1 billion a month contribution goes to buying Hilux trucks with sirens and flashing lights then we might as well be building a night club not a security network fit for the present mission.
