The circumstances during Chibok kidnap is totally different, from this current kidnap situation, during that time, there was a total collapse of intelligence. In this case, there was solid intelligence, the school was going to be attacked, and enough firepower was sent in, the heavily armed security men left 3 hrs before the incident, so looking at this, the issue boils down to the issue of saboteurs within the security system. Who are those security men who left their duties? Who were giving them orders? Everything is not the fault of the President, what is left for the President to do is to give marching orders for search and rescue. And in this scenario, heads have to roll for the fact actionable intelligence was given no noise about this issue. It was pure sabotage. and can't be compared with the Jonathan era Chibok kidnap. Sometimes when we are blinded by political sentiments, we lack the will to just sit down and analyse issues deeply especially when ignorance rules the so called grey matter.

The issue at hand now is that, there was a "kidnap" of innocent school girls. Making excuses for tinibu because he is from your tribe shows that h@te and ignorance is ruling your gray matter.

Tinibu and his cronies staged a protest during Jonathan government and the chibok girls saga was among their reasons. Why didn't you and tinibu consider the circumstances behind the chibok kidnap which was that, the terrorists came at night and overwhelmed the security men that was stationed in the school and stormed the girls dormitories after that. Which means there were security men stationed there just to protect the girls. If you can remove sentiment and h@te you will see that security officers under tinibu left their duty post and that shows lack of commitment and discipline.

Why should the president have to order anything? There is a commissioner of police in charge of that state, there is a commanding army officer in charge of that state. They are all earning salaries. What was their immediate response? What are they collecting salaries for if the president has to be involved everytime?

To answer you question, you have to understand that most of these people you mentioned above did not attain their position based on merit but based on lobbying, politicking, ethnic or tribal connection, bias, quota system or political appointment. They therefore collect salaries not because they are doing their jobs but because it is considered their reward for achieving that position. Since they cannot easily be removed by the president for their incompetence as first responders, and they themselves also refuse to resign for being obviously terrible at their jobs, then they will continue collecting their salaries and this whole passing the buck thing back and forth will continue.
