Now how can this young man rewrite his family story with 1m

What you choose to do after that is up to you.

Yes, one million can change a man's life irrespective of the situation of the economy now... If and only if he can invest wisely into profitable ventures (and I'm not talking sports betting, cos that's not an investment!)
