But they have changed that method. States can now collect VAT directly. So what's the excuse again for probably low VAT generated by your region

... and that is where the problem lies. Compare what these states contributes and what they get back in return as allocation. We can see the imbalance in the system and why there is a need for a proper fiscal federalism or outright regionalisation
