the job done by the DSS is irrelevant when it comes to the president's choices, he appoints whosoever he wants, even with the most damning of evidence. Check all the allegations made by Amaechi against Wike when they were having issues, they didn't stop his appointment. El-rufia was disqualified even without being indicted by a court of law, this was simply because the president didn't want him, not because of any investigation or indictment.
