The refusal to comply with the Supreme Court ruling is a collective decision by the governors, not an individual one. Abiodun is simply playing the role assigned to him. |

There is a fundamental issue with state electoral bodies and with accountability at the LGA level, among other things that the FG needs to sort out—even where governors are willing to implement reforms. What we really need is a framework that all states must use, one that enforces accountability. For instance, LGA revenues and allocations can be ring-fenced around health, education, and public infrastructure, such that access to additional funding is conditional on demonstrable compliance and accountability—similar, to some extent, to what we have with UBEC. I see this happen a lot in Nigeria: bold ideas, but the implementation mechanisms or modalities feel completely detached from reality. It’s almost as if the visions were conceived by aliens—because the processes, institutions, and people required for implementation are totally disconnected from the ideas themselves. Beyond the usual problems of poor planning and inadequate resources, the real issue is that those expected to implement these policies are often disconnected, under-educated, and ill-equipped for the task. |

Tinubu's effort to ensure fiscal autonomy for LGs would go down in history as one of the best things that defined his administration. However, under what law or constitutional provision would Tinubu issue an executive order compelling state governors to make direct remittance of LGs? You don't issue executive orders without an enabling law empowering same. You see, it's all talk right now. The only way out is constitutional amendment. The joint account created under S162(5) needs to be deleted. The Supreme Court judgement contained mere declarations. What that means is, where Governors violate the arrangement declared by the Supreme Court, LGs can go to court and they'd get judgement in their favour. This is one of two succour they have. It is why all these governors are buying their silence and acquiescence by gifting them official vehicles. We'd give you goody goodies and in exchange don't go to court after we hijack your funds. The second relief is more straightforward. Part of the declarations the Supreme Court made was that the FG may bypass the joint account and remit directly to LGs where there is persistent hijacking by the state governments. Tinubu doesn't need executive order. He can go this route and put an end to this sabotage |

Thanks. The article highlights Nigeria's retrogression, specifically regarding the marginalization of local government functions. Governance is primarily about the people and the people are best reached and targeted at the grassroots level. I remember when I was still in elementary school in the early 2000s, the Oshodi-Isolo local government made policies/laws for the benefits and betterment of the society. For example, they banned "soak away toilets" and every house in the community had to adjust to the new law. In contrast to that, this is 2025 (over two decades). Here in Ile Ife, many houses are still using soak away toilets, people burning refusing refuses on roads, inside gutters and even on road junctions and people throwing refuses inside any available large gutter. There are governors that sack elected local government chairmen and I think that's really against common sense... |
