How did they know it was overspeeding and wrongful overtaking that caused the accident? Did they capture the car with a speed camera or special telemetry device?

I was quite certain it was excessive speeding. A runaway tyre will not necessarily lead to an accident if you're on moderate speed.

It turns out that the story about a runaway loose tyre being the cause of the accident was not true.

Any experienced driver who examines the position of the crash and the level of impact will tell you it happened due to over speeding and reckless overtaking!
