Russia and China would want to benefit from the oil too. So what happens next is their concern.
If the US want to bring their oil companies in to rebuild their oil sector and infrastructure, Russia and China would want in too. All that remains now is settling deals. If it doesn't favor them that's when you'll see negative reaction from them.

The guy (Maduro) is an actual thug. He was even a bus driver before he became Chavez loyalist and took power after him.
