Hugo Chavez later succeeded by Maduro ran a socialist state, just as qadaffi, the money was for the people, no from of capitalism, they ran free education, free food, Healthcare etc, money paid into citizens account monthly, no taxes, free transport, petrol was cheaper than water etc. The country had money and their socialist policy was for the money to be used for the people!
