If they did this far from home they could either be intercepted by another foreign power or while the captive is being held in another country possibly a US ally before being transported to US soil, such country could come under attack and that would put the evacuation at risk. Imagine if US transported him to El Salvador first, Venezuela would have started a war with El Salvador cos it would be that they were in on it. It's not about nukes, nukes can be neutralised.. communications jammed, equipments taken out.. it's proximity that matters.
