Criminals. They went there and committed crime. If you have criminal record you can’t enter Canada and vice versa because they share data. The only thing that can make you deported from Canada as a USA citizen is if you enter Canada commit crime and vice versa.

Not necessarily considered as criminals. Just a case of DUI in the US will prevent you from entering Canada.
Vice versa. Most are turned back at the border and denied entry.
The crazy part is that if you enter via the airport, the chances of finding out is almost zero. But land border na the wahala.
I know people with serious criminal records in the US who visit Canada frequently as long as you fly in. No try any land border, they have time to check you out.

Americans have been moving to Canada for decades,. especially during the Vietnam war when young men who didn't want to be drafted into the us army ran there
