He doesn't need to attack China. Even China doesn't want to risk a direct confrontation with the US. It is not in each other's interest to have a direct war with each other, so the US is playing a strategic move by cutting off supplies of cheap oil to China it forces them to the negotiation table.

China determines the cost of oil.

They have reservoirs holding almost 2 Billion barrels.

They purchase when the price is low, and limit when above their threshold.

Nothing US would do can sniffle their growth.

Seizing a ship is very easy. Even pirates do it before talking of a whole nation with access to more finance, logistics and technology.
