Most of the Muslim dominated countries are either battling with poverty or extremism. Out of the top 20 on the list, the only exceptions are Saudi, Morocco, Tunisia and Algeria. The remaining 16 are hotbeds of poverty, terrorism and extremism.

The lesser the percentage the greater the development.

Those are probably expats. Saudi censuses, like many other countries probably/very likely count foreign residents as part of the total number of people in the country. (Most countries do that, Nigeria inclusive.). As you know, there are a lot of expats in Saudi, especially in the oil and healthcare sector.

They are non existent in South South, South East, meagre minority in South West, Middle Belt. They however have numerical advantage in North East and North West.

Iran doesn't have a tourism industry.
It was totally obliterated by the Islamic Republic.
