Many of the IRGC's men are not necessarily Shi'is from Iran but are imported Hamas and Hezbollah militants. Those guys are not Iranians.

A vivid example is the situation in Northern Nigeria. The number of Northerners who are "Fulanis" is not up to 10%. But they control the politics, culture, tradition, religion, etc of the North. Those Fulanis are the ones inviting their brethren from Niger, Chad, Mali, etc. The brethren are what we know as Bandits, Boko Haram, etc. That is the same thing with the IRGC and Iran.
