That's what the English were doing...and it did not work, so, in the 1990's they brought in stricter measures.

CCTV cameras everywhere
Bans for fans causing problems
Not letting trobulemakers travel to and from stadium
Segregration of fans , home and away fans
Stricter punishment for violent fans
Stricter security measures.

All those fines and stadium bans that have been there for over 3 decades never work.
