There's already significant chip manufacturing going on Lagos to NDA clientele. Maybe Google is part of the clientele.

Lagos has a very sophisticated and most advanced techy ecosystem with about 5 undersea fibre optic landing and active in Lagos, multiple top tier data centres ( MTN and another private company launched their own in Q3/Q4 last year here in Lagos), UNILAG location in Lagos that keeps producing highly trained techies, high youth population of highly trained techies in Lagos etc.
