For our Pan-African National security , Africa should claim three oceans:
The Atlantic Ocean
The Indian Ocean
The Southern Ocean.

No ship , no fishing , no military base other than African boats and military bases.

You obviously have no knowledge about international laws...

It's called international waters or high sea.You saying Africa, not the countries boardering the oceans shows your deeper confusion on the issue and makes your point more awkward.

After a certain point of nautical miles ( maybe 200 nautical miles. I'm not sure again) from shore a country has no claim over.

International waters put very crudely and for layman's understanding is like no man's land (or sea/water actually).

No country has right of blockade and they is free passage as long as it's of no criminal intent!

On planet earth the strongest redraws the borders and re-writes the laws . Nothing is static, as the say goes,
the only thing that does not change is change itself.
If Africa had 1 million nuclear warheads today, with stealth launchers , you would see how things would go.
