This has been the spectacles at every Owambes long before the days of the Event Centres. You always see these young boys and girls doing this.

They are often use to wash Plates, spoons and fetch water and in return given food and sometimes Cash.

While washing, they help themselves to any leftovers, some come with nylon bags for takeaways too and as someone pointed out above, some are sent by Dog breeders to go get free food for a fee.

I breed Local fowls and I have had cause to ask an event centre owner on my street for leftovers.
