Lagos is not only the island you know that right

And no sinking a borehole on Lagos mainland to get clean water is achievable. I have drank water from the tap my 30sumthing years in Lagos with zero health concern

That's why it's not on the list. Lagos too should not be on that list because, inasmuch as there's water everywhere in Lagos, it's not consumable at all.
