The last time I checked, most public schools now pay some certain levies, almost nothing is free in primary health centers, maybe just 10pieces of paracetamol, they restored power (electricity) in one area one time and it looked strange to a small boy because he has not seen it before (I was told and I believed it). The project cost $32 million USD and js fully funded by China out of it's diplomacy outreach effort to keep her a strategic partner of Nigeria in front of others.
