A former National Commissioner of the Independent National Electoral Commission (INEC), Mustapha Lecky, has argued that Nigeria was neither legally nor technically prepared for real-time electronic transmission of election results, insisting that the demand was misplaced under the country’s current electoral framework.

Lecky made the remarks on Friday while appearing as a guest on Channels Television’s current affairs programme, ‘Politics Today’.

His comments come amid intense public backlash against the Senate, which on Wednesday declined to amend Section 60 of the Electoral Act, 2022 to mandate the real-time electronic transmission of results from polling units to INEC’s Result Viewing (IReV) Portal.

Reacting to the controversy, Lecky maintained that calls for instantaneous transmission ignored the reality that Nigeria still conducts elections through manual voting.

“I think it doesn’t really make sense to me that we should be talking about instantaneous transmission of results live as it is happening from the polling area. It doesn’t make sense because we don’t do electronic voting anywhere,” he said.

According to him, electronic transmission of results can only logically follow the adoption of electronic voting, which Nigeria was yet to implement.

“Are we doing electronic voting? We are very far away from it,” he added.

Lecky explained that the electoral process requires results to be manually counted at polling units before any upload can take place, stressing that the existing system already ensures transparency.

“People are still coming with paper ballots. You have to count them for everybody to see, one by one, before you now fill out the form EC8A, which is the most important document that needs to be filled and signed by all the agents representing the parties,” he said.

He described demands for real-time electronic transmission of election results as “baseless,” noting that the country lacked the necessary technical infrastructure to support nationwide implementation, particularly in areas with poor or non-existent internet coverage.

“For electronic transmission, we are not ready. We are not technically ready,” Lecky stated.

The former INEC National Commissioner also cautioned that rushing into instant transmission without adequate safeguards could expose the electoral process to cyber threats, especially given Nigeria’s fragile digital resilience.

“We have to take the cue from even more mature democracies where these things are still evolving. So you can imagine our own fledgling democracy,” he said.

However, he urged INEC to continue improving the use of existing tools such as the IReV Portal and the Bimodal Voter Accreditation System (BVAS), stressing that they should be made to function optimally.

“So what we need to do, I think, in terms of this transmission of results, is to rely on what is currently available and make sure it works perfectly—and it can work perfectly,” he stated.

See very weak excuse. We are a long way from electronic voting which is true like he said but he needs more understanding. Nigerians are not really asking for "real time result" they ust want the collated reesuts from every unit to be sent to the central server as soon as counting is concluded.
That way result manipulation will be reduced drastically and court cases can easily be dealt with when there is such evidence. The Government in power knows this and that's why they will never let it fly. Nigerians must demand for it's implementation if they want their votes to count otherwise don't bother to go and vote.

Election losers refused to understand that manual voting and coalition is still in the law. As a matter of fact, it's a vital component of our electoral law and it has not been expunged.

Even in the US where electronic voting is being practiced, it is still a controversial issue. In 2016, Trump defeated Hilary Clinton but the Democrats were alleging "foreign interference"/ hacking of election results.They blamed Russia.

In 2020, Trump lost to Biden and Trump was accusing Democrats of alteration of results. Till today, Trump still believes the election was rigged. And we saw how he alluded to it once again when he put up a video depicting Obama and his wife as Apes. At the background, he was insinuating that voting machines were tampered with.

In South Africa, their last Presidential election had a bit of glitches.

Banks and Telecoms do experience technical glitches which affect mobile operations.

He should keep on fooling himself protecting his pay master, what Nigerians are saying is that after counting at polling units upload results on the sever for everyone to see instead of taking it to collation centres where they manipulate results.

Even if u want real time transmission, what's the guarantee that it won't be influenced by vote buying and result manipulation.... Mr Lecky is either you want to help.your cronies maintain status quo by constantly aiding and abetting electoral rigging or you are missing the cruise of the matter.

All what meaningful Nigerians are saying is that after result has been collated and filled in the Form EC8A it should be uploaded in the BVAS machines to reflect same in the irev portal simple after all what is the essence of spending billions on BVAS machines and not using it.

Cyber attack can occur anywhere and everywhere both in the NIN data base or irev portal. So the excuse of cyber attack during usage is a smokescreen for inec to abandon the electronic transmission and pave the way for rigging that take place at the collation Centers where the EC8 form are rewritten for the highest criminal bidders.

Nigerians must rise up and reject such postulations from those who have entrenched rigging during the collation of results

Criminals... What we are asking for is Mandatory Electronic Transmission of Result. But APC criminals brought in "Real-time" to make it look as if what sane Nigerians are asking for is not achievable.

Results should be transmitted after counting of ballots, and signing of result sheet by party agents before leaving the polling unit.

As we speak, up till today, Rivers State result clearly show Obi won that State.
I was analyzing Warri north, south and southwest local governments in my State last week and I saw that 40% of the polling units had no uploaded result, 35% had results cancelled and only 25% had uploaded results. This provides very poor data for voter analysis
