No you cant, the Agency you are transferring to, should be the one to request for your service through a letter, secondment is a bit easier than transfer of service these days...Get a strong connect where you are going and let them give you a letter.... Start with secondment for 2 years renewable for twice only and then seek for a permanent release from your office.

Anything is possible if you are within the right circle. All those government circular are for their without godfather in the civil service. With the right connection, they will bend the law to accommodate whomever they want to please.

Meanwhile for CDCFIB,they will contact the successful candidates for screening before the end of dis month.I was initially selected as part of the officers that would screen candidates for one of the service , we received signal to prepare for the screening last month. But the new date we re hearing is before the end of this month.Keep reminding your godfathers and more importantly you GODfather(Almighty).
