This type of petition should first go to NDDC, the last time I checked, their welfare is predominantly sit in NDDC and not security of pipeline, if they are not damaging pipelines behind their homes and in their environment, there won't be reason to subcontract such enomous contract to private individuals.

You guys are yet to even understand the idea behind awarding it to these people. It's to get them involved in the protection. For decades the only business that these people in the Riverine area know is bunkary and the strategy government has to use is to allow them protect the pipeline thereby providing jobs for them to discourage them for bunkary. So it's not about the surveillance of pipe but providing job opportunities for Niger Delta region youths.
