In 2011 (four years before Elrufai became governor), the federal and state governments set up two independent panels of inquiry to address the root cause of the post-election violence in Kaduna and the subsequent killings and reprisals that followed. The state panel, headed by General Martin-Luther Agwai (from Southern Kaduna), recommended for compensation to be paid to fulani herders who were caught up in the cross-fires and killed in Southern Kaduna after the results were announced. The FG panel also recommended the same independently. Elrufai merely implemented the recommendations of the panel when he assumed office like any responsible government will do. These are the facts, devoid of sentiments and it is easily verifiable.
