What criteria is used for the ranking? What is Nigeria doing wrong recently for us to be at the bottom level?

The ranking is based on the VOA, visa free like you mentioned and other exemptions.
For example a person carrying a Seychelles passport can visit Japan VOA while the one with a Nigerian passport can't, the impact for business men/women and other travelers.
