Starting with the premise that all human beings harbor at least a partly repressed vestigial measure of prejudice and distrust for people whose race, religion, or culture differ from theirs, it is nonetheless possible to identify a hierarchy that broadly categorizes the DEGREE of racist loathing that non-blacks feel towards black Africans in particular.

In other words some races hate Africans and exploit them more aggressively than other races. In this light I offer my unofficial "Fear and Loathing List" compiled to highlight the top five most intense haters of black people, and African ones in particular.

1. The Chinese are the most passionate in their expressions of racial superiority over Africans, while their eagerness to exploit corrupt African political leaders to the lasting detriment of indigenous African populations is legend.

2. The Indians in general are hostile, haughty, deceitful, and vindictive to Africans even when those Indians are immigrants to Africa. The "caste system" that defines the social standing of Indians in their homeland purely on the basis of skin pigmentation, easily finds new expression in Africa.

3. The Russians are currently wreaking genocidal havoc on civilian populations in the Central African Republic and a few Sahel region nations, where Russian Wagner mercenaries run amok under the guise of fight5ing Islamist terror gangs, only to prove themselves the greater evil.

4. The Arabs can be hostile to some Africans on the basis of religious differences, but are more likely to assimilate and integrate in black Africa than citizens of other nations.

The EU, UK and USA are multicultural societies with their share of social unrest arising from bigotry back at home, BUT nationals from the aforementioned Western democracies who elect to either visit or work in Africa generally identify with the slice of society that is more open-minded and accommodating of cultural or racial diversity. In short, Western Europeans, Canadians and Americans that choose to visit or reside in Africa are by far the LEAST racially intolerant, and most approachable racial demographic, in comparison to all the other nationals listed above.

^^good list but I'm afraid you have it somewhat backwords on historical account.

the asians/asiatics have it first before europe based on its tenets hard coded in their religion/culture.
so, I put the arabs/jews/middle east, indians, europe, chinese & russians in the order.

The thing is racism today esp for areas where there hasn't been that much of a historical connection with blacks
is more of perception. Perceptions of blacks to the russians/chinese/japanese/koreans to a large degree are
influenced by projections/association of the jews/arabs/europe with africa as one of inferiority, poverty, crime etc.

As they (blacks) haven't proven otherwise, not to be undone, these other folks follow suit
& have no guilt whatsoever to treat them any better. #just saying
