Yes, the President is under the Supreme Leader.
The Supreme Leader is the legal Head of State while the President manages the day to day running of the government and answers to the Supreme Leader.

Sultan of Sokoto has powers only over Sokoto town not Sokoto state. He has more religious influence than the governor though but the governor has more powers any day, any time.
