The real objective was political control.

If not, the biggest determinant of a nation's prosperity remains in the hands of the Federal government through policies that affect the macro economy and in a system such as ours where the states are not true federating units, it just smacks of 'giving fishes to eat instead of fishing nets'.

For what is the essence of the ability 'to pay salaries' when federal government induced inflation renders it meaningless. Look at gasoline prices today. What can the states do...nothing. Who can mitigate the inflationary shocks...the Federal government...

We should never have been borrowing to to pay salaries in the first place. If a state needs to do that, then it needs to reduce its overbloated workforce.
This is exactly what good leadership will have done as a better solution.
Help states restructure their finances. Reduce their costs while helping them invest properly so they can increase income.

But there is nothing about this 2023 -2017 government that shows leadership by example. Nothing about them shows an economy in austerity...well except the inability to execute the capital side of the budget, the side that helps the public.
