They don't need any religion reform, all they needed is education and probably their own country.

Let me tell you this, if core north are independent today, their approach to outside world will change, they will build their country in line with 21st century reality like other Muslims countries in the middle east. The only reason they remain backwards is the fact that they can easily hide behind advance south humans and natural resources to appeal better in the international communities.

No independent country can make education Haram when it needed quality professionals to deal with outside world. To safe the North, it must be totally independent from the south.
